Dragging front wheels

I've done a search and can't find an answer- I was changing a tire on the front of my 240D and I noticed it was not able to spin freely when I rotated the tire. I remember on cars in my past when I would give the tire a push it would rotate nicely. Today a heard a dragging sound and the tire would only go 'round 1-2 times. The pads appear to be touching the disk (no groves and even wear) and plenty of pad left. So I jacked up the 300SD and the front tires also only rotate 1-2 times with a push. My wife is gone so I can;t test her car.
So, is this normal or are both cars normal??
