There is a plastic knob under my instrument cluster approx 10 inches to the left of my ingition...what does it do?

huh? it didnt seem to do anything when i turn it.. can you elaborate?

Give it alittle throttle while you turn it and then release the throttle when done turning, and the idle should be faster.

check where it comes though under the hood to see if its even connected to the throttle linkage anymore.

When you give it a little pedal and turn to the left the idle should stay faster. Then turn it to the right and it will drop. (If it still works)

more often than not they just need adjusting if the cable is present and intact it probably just needs to have the slack removed from 30 years of stretch.
