Under 1/4 tank of fuel= sluggish w123....

When I am under 1/4 tank of fuel, the car is noticeably sluggish, and also more noisy. I also sometimes (usually rare) go to hit the gas and very little happens. (floored gets ya to 20mph and normal rpms for 20mph). When that happens i hold the pedal to the floor and in 15-20 seconds I can feel the fuel start to slowly come back up to its normal flow rate.

Im guessing this is a pump issue of some sort.
All fuel lines are unclogged.
