Question Do I need valve stem seals - OM617 - need some help

I have been getting a lot of blue smoke on startup lately, and it seems to be getting worse.

- start car, starts fine
- 15 seconds later, blue smoke appears at tailpipe. puffs out like its coming from one cylinder
- smoke stays until warm, good amount smoke on first acceleration of the day
- slight, slight smoke at idle when fully warm, have to stand behind tailpipe in the sun to see it
- car runs like a top once warm, 26-27 mpg highway on B100
-oil consumption is in the 1 qt/ 1k mile range, or thereabouts. all burn, no leaks

-i have not yet done a compression test, but i have the HF kit
-injectors have 2k on them, new bosch germany nozzle rebuilds
-no coolant loss, or oil in coolant etc.

Do i have it right? Is this stem seals?
