No. There is no benefit to bypassing it.

The only way I would consider it is if I had a known accurate boost gauge in line of sight at all times, and even then it sounds like a bad idea. A new changeover valve is a lot cheaper, and easier to replace then a turbo or more!

If it is currently working, leave it be.
If it is blocked/leaking then replace it if you can but its fine to remove it if you have a boost gauge within line of sight all the time (On the dash, not in the ash tray.) |

It doesn't affect mpg if it's functioning.
All it does is block manifold pressure to the IP fuel enrichment device because there is more manifold pressure than the engine can safely handle. Fueling is more or less reduced to what the engine could handle if there weren't a turbo. These engines are factory tuned for good mpg and power. Not much you can do besides keep all operating parameters within spec and be gentle with your right foot. I'm not sure EGR and ARV (I doubt your car has ARV) make a dent in mpg. Of course you can compromise the balance in favor of mpg over power but, and I don't mean to put you down, if you're asking about the overboost protection switchover valve, you're a number of steps away from understanding cam timing, IP timing and ALDA adjustments. Only if its clogged/ not working right. Its a protection system, it will never come into play during normal service unless the turbo's wastegate has failed.
