Fuel Vent Filter?

Have had the usual trouble with the tank venting (creating vacuum)..and the end of the line ended up being rusted shut.
My question is, is this filter where its supposed to be on the fuel vent line? One end says 'motor', the other 'tank'.
It went for $22 at the international auto parts store, not even the stealer..MB Part#123 470 03 93

It should be at the end of the vent line forward of the left rear wheel. I have the same problem, but I never looked for rust in the line, I bet that is what I have. Thanks.
