Tha is a swithover valve, engine overload protection, Teh hoses come one form the Intake manifold and the Other goes to the Alda. What exactly this switch does, I do not know.

it has nothing to do with vacuum.
it is for limiting fuel in the case of a stuck turbo! keeps from melting pistons.
