locksmith "made" me a new key, now car won't start

I did not watch the locksmith work, I left him to his devices, and he produced a pair of keys after working on the dash for a while...
the keys go in and turn perfectly. however, the key will not turn all the way to the start position. it unlocks the wheel, activates the dash/instruments/glow plugs, etc. but will not turn further. I'm thinking he took it apart, got the tumbler or switch put back in, out of position.
it's an 83 300SD with a non security tumbler installed. (I have a factory key, now I just have to get the correct factory tumbler for the car... I know, it will come with another factory key...)
anybody ever had this happen?
do you think if I take it apart, I will be able to see what's out of whack?
I really want to start driving this car... but the idea of jumping the terminals to start the car does not strike me as pleasant. I have spare SD's to take entire steering assemblies out of it it's necessary to fix this...

Take the tumbler out with the paperclip method and reinstall it. I don't know if it can go in more ways than one though...

Before you take out the tumbler, check to see if the vacuum shhut off switch is attached to tightly. If it is too tight, the cam on the tumbler gets blocked and you cannot move the key all the way to 'start'. I had this happen to me when I replaced the vss on my 300SD. A couple small washers and the key turned all the way.

Also, if you can't turn the key all of the way off, it won't reset and won't let you turn it to start.

once I have started it, the car does shut off with the key. and the key releases, so I'm pretty sure it's turning all the way off. it just will not turn all the way to the start position.
some washers hmm? I'll certainly investigate it further.
