Look at pictures 2 and 3, they are not the same.
I can't tell from the pictures if its new or not. I'd have to get a good look at the compressor wheel for any signs of dirt/wear. |

Refurb is a used item that has any problems fixed.
New is new, never installed and never run. |

I would not buy it just because of picture 1. That's great for the turbine wheel
