Vacuum pressure @ VCV and modulator 85 300D TD

Looking for some numbers from those of you with good shift characteristics. Had my transmission rebuilt and it still seems a little off - clunking at stop and sometimes when i take my foot off the pedal at around 25mph, not to mention the extra firm 1 - 2 shift especially with light pedal (max vacuum), with moderate pedal (less vacuum) shifts are fine. It's going back to the shop but I would like to understand this as much as possible.

From the VCV (#65) = 14
From the Vac Transducer (#123) = 22

Question: should the vacuum transducer amplify the signal on the 85 300D to a reading higher than the reading taken from the VCV?

Tee-ing into the vacuum line at VCV shows movement from 14 - 0 with test drive. Likewise a tee into the modulator vac line show a similar 22 - 0 depending on pedal. Still there is something amiss.

Anyone know what pressure the modulator should be set to before making adjustments on the 722.4 transmission. The DIY link pressure mesurement is not listed.
