Car dies after starting.

So I have had an ongoing issue with my old and new engine, but one that has become more pronounced since modifying my IP. When I start the car it wants to die from fuel starvation. Immediately. If I put my foot on the go pedal just a bit it idles fine and by the time I am out of the driveway everything is hunky dory. Among other things I had adjusted the fuel relief spring, I am wondering if my lift pump is old or if I am just getting air in the lines? I do see a steady stream of bubbles when revving.

Some searching shows that is might be the rack dampener is too tight. This is located on the back of the IP housing, the plate I removed to adjust the fuel and what not, correct?

Sounds like an air leak to me. The car sits, air leaks into fuel system, car looses its prime.

That is the correct location for the rack damper.

Yes, thats where it is. If you used sealant instead of a gasket on the back plate it would be like screwing the damper in a turn or two.

I reused the same gasket.

Air. I did notice that one of the fuel lines in the back appears to be seeping a bit, I will start there ad work my way forward.
