Tube next to the turbo drain tube?

What is this tube? It appears to be one piece extending from under the air cleaner down to the top of the oil pan. There is supposed to be a screw holding it in place halfway down but I noticed it is missing - allowing it to flop all around! Is it a breather tube of sorts? I've been thinking that all my oil that is leaking from this general vicinity was from the turbo drain tube.

Are there suppose to be any seals on it anywhere? Thanks for your input...

That is an oil drain for oil that would otherwise accumulate in the bottom of the air filter housing from the crankcase ventilation system. My California-version 300D doesn't have that so I can't advise you on seals and gaskets and such.

Yes there is an O ring at the bottom of this tube.Its called the Cyclonic oil separator.

Is the top end connected?

From your description, I suspect that the top end of that tube is not properly connected to the oil seperator inside the air cleaner housing. In that case, the oil from the seperator is running down the tube and dripping rather than draining through the tube back to the crankcase.

Yes. There is an o-ring on the air cleaner end and one on the oil pan end. The o-rings are the same size as the one on the oil dipstick. Replace the two o-rings and fix the loose clamp and you should be in good shape.
