right signal, no blink w/ headlights on

w/ headlights on a faded green light for the right signal in the dash is displayed, as is the exterior signal; although the combo switch is in neutral (no direction). The combo switch does not return automatically after right turns under any condition, however.

switches rebuilt
hazard rebuilt
flashers work fine w/o lights on
fixed whatever grounds I could find
went through ALL the fuses
inspected headlight switch
changed all the bulbs

How could the flasher relay be failing only with the lights?
What are the chances of the combo being spent?

You've got a bad ground. Turn on parking lights & see which one is not burning bright (front or rear) That's going to be the one with the ground problem.

'Parking lights'? would that be the first or second position turning counter clockwise?
