Thanks to everyone that offered suggestions. And SPECIAL THANKS to husk and his photo. I had gone over the vacuum side of the car with a fine-toothed comb, and found no problems related to the turbo. Following these suggestions, I checked the pressure side. Sure enough, the tube from the intake manifold nipple to the boost pressure sensor was badly deteriorated. As soon as I replaced that, the car came back to life. It turns out this thing isn't nearly as slow as I had recently thought!

Again, I appreciate all the tips, and I'm very glad to be back in a car that is more fun and safer to drive. The ability to accelerate at highway speeds was something I had been missing.
