92 300d 2.5 fuel/air leak assistance

the hose that comes from the filter and goes into the engine (the ip?) has a problem. there is a little elbow at the bottom. the hose attaches to the top, and the bottom has a funny flange on it. the flange is behind a few pins that hold it in place. mine spins now, and i assume it's not supposed to. i've got an air leak which doesn't allow me to start.

anyone know what i'm talking about? it's a funny looking part. if it were a banjo bolt set up i could just tighten it, but it doesn't look like i can tighten it.

how do i fix this?
