ETR switch climate control 1983 300 SD. problem

AC compressor does not engauge . I would like to know if the ETR switch soulld have continuity at 36 degres F and if it opens up at colder temps. I hav checked CCU and when I jump the tirminals at the ETR switch the compressor engauges and the sight glass clears up so iI know it is an engaugement problem. This happened all at once. I Have 12v at one tirminal only at the ETR?
