the front is WAAAAAY high compared to my other 123's
the PO said it may be from the us import putting 300 springs up front to get the bumper hight in spec with us regs... possible?

It's my experience that Euro-spec W123 models do have a lower stance than their American counterparts. Maybe an inch or two lower.
Sounds like a good bet that the front springs were replaced, but not the back. I'd chop those front coils a bit to get the ride height back to original. This is the first time I've ever heard that the ride height was adjusted for the Euro-US transfer. Glad most inspectors/importers weren't that anal.

I would suspect stuck shocks. Before cutting any springs I would replace the shocks and see how it looks. It might also have a sls and its on the blink.
