slight loss of power at...

full throttle. When at full throttle like climbing a grade on the interstate it used to stay right on 75mph. Lately I can feel a little "cutting out", not a miss, just like it can't get all the fuel it needs and it looses speed.
Changed both fuel filters. The primary had a little black soot like things in it but not plugged.
Still has problem.
Thought the fuel strainer was under the First Aid Kit but it isn't on an SD, i guess.
Anyone have ideas?
