vacuum help 81 SD

I am trying to get this 81 on the road. I have a Vac. pump that pulls 20, but does not pull the vac evenly, it jumps a couple of times to get there, I am assuming that is normal due to the operation of the pump.
If I plug the brake booster, and the white line coming off of the white valve, then I get vac on the line. I must have both blocked, either will open will not allow any vac to build.
There is oil in the vac line, but is that an issue?
Here are my questions.
1) how do I tell if this is a pumping volume issue,
2) how to test the brake booster with the mighty vac.
3) where does the clear line go that comes off of the valve.
