Check the each plug with an ohm meter, for resistance, (less than 1 is good) and a voltmeter to make sure you're getting power.

Turn the key on?I just tested them at relay box,all fell below 1ohm,I did not turn on the key.

I would pull the plugs out and make sure they are not autolites (unless you can tell by looking at the ends that are sticking out that they are not Autolites).
The reason is that after 6 months of use the Electrod tips of 2 of my Autolite Glow Plugs had swollen to the point I was afraid they would not come out of the head.
Somewhere there is a Thread that has pics showing what looks like the tips actually exploded on some Autolite Plugs.

On inexpensive meters; before you chech the ohms put the 2 probes together and see what the Meter reads. What you read is the resistance in the Meter wires.
If you subtract that resistance read from the meter from the reading you get when you check your GPs that will be the exact ohm reading.

Several Members have reported that sometimes Glolw Plugs ohm out OK but when they pulled them out and tested each GP with jumper cables and a Battery some did not get hot like they were supposed to.

If you pull the GPs clean/ream the Carbon out of the holes before you install them
