Exclamation Front Sway Bar Bushings

Hi all, I'm doing a front end rebuild (In the middle of it) and I had a few questions:

When I installed the sway bar bushing to the firewall I had no load on it because I had nothing else on at the moment. Then I read they should be under load...

1) So should I loosen them, load the axles and then re-torque them?
2) For the UCA Bolts can you load the axles on jack stands or should it be on the tires?

Since the sway bar rotates within the bushings (actually bearings), it is not necessary for the suspension to be loaded when tightening the bracket bolts. The UCA bolts are best tightened with the vehicle at normal ride height, after beng jounced a few times. Put the wheels on first.
