w116 300sd downshifts into 1st at 25mph

I had the valve cover off to adjust valves and all linkages, then i did a tranny service and replaced the white vacuum valves on top of valve cover(they had little holes in the paddle) then i played around with the bowden, anyhow im lost now, the car drives and shifts very smooth and powerfully but the downshift back into 1st happens at around 25 even 30mph.
It bothers me because i live in a 25mph area and i do not want the car going rough at 25, its louder plus i feel like it may be hurting the tranny.
Any help

w116 1980 300sd
100k miles since new

Downshift into 1st on a 116 is controlled by an electric switch. There was a thread on this topic recently. It should not shift down until the car is at a complete stop. I believe the switch/relay is located in the kick panel to the right of the passenger footwell. I think there is more info in that recent thread.

well i just noticed the bowden was too tight i loosened it and now it does not downshift into 1st unless i hit the throttle at speeds 30 or under
which is a great for me bcause with the bowden the way i had it it was like toomuch.

It's my understanding that it shouldn't shift down to 1st gear unless the car comes to a complete stop or the kickdown switch is engaged.

I had the kickdown panel off on the sd and there is no relay, i did look on a friends 450 and he did have some kind of relay under there.
I must have to readjust bowden some more.
