rear suspension question 220d

My son's 1973 220d rear suspension has what appears to be a broken stabilizer bar. The ball end on one side broke off leaving a small rod dangling by the hub and the U shaped bar just free floating. Nothing odd about the way the thing drives, just makes a rubbing noise when turning hard to the right. The end of the stabilizer is rubbing on the inside of the rim at the edge where the tire bead sits. Here is the question:

Can he drive the car safely and reliably without the stabilizer hooked up or does it need to be removed?
