Rear Headrests

Hello Everyone.
I own a 1987 Mercedes 300D.
The rear headrests are stuck up, the button does not work.
I've tried everything and cant get the headrests to lay flat.
I cannot find any information relating to the rear headrests, even in my books for the car.
I understand the system runs on vacuum.
Is anyone experienced, otr have any suggestions.
I appreciate any advice.
