turbo surging off and on
 

After a full and thorough search on this very forum, I haven't found a proper answer to this question, so I'm posting here, for the first time ever, on this topic.

My car is surging a bit when accelerating. I took it to a mechanic who did not have time to fully diagnose the car. He said it's the turbo kicking in then turning off. He said the turbo is doing what it's supposed to; the problem is it's something else that is telling the turbo to kick on and off. He mentioned a few parts I can't remember, wastegate was one of them, and those 2 round things just rearward of the turbo.

We checked some of the vac lines, they all seem to be hooked up fine.

Any suggestions?
