what is this part that attaches my transmission to the exhaust?

I was under my car replacing my diff mount last night and was looking over the transmission. at the rear of the transmission there is 'bracket' that is attached perpendicular to the exhaust pipe at one end. The other end of the 'bracket' looks like it is supposed to attach to the transmission via a bolt. In the middle of the bracket are two bolts that look like they can be loosened in order to adjust the length and angle of the bracket.

In my case the bracket is not bolted to the transmission, so it is just a bracket coming off of the exhaust pipe and doing nothing.

Does anyone know what I am talking about? If yes, and I correct to assume that is supposed to be attached to the transmission? And what is this part supposed to do?

Yes it bolts to the transmission to hold the exhaust in place. It has little rubber buffers also.
