Has this ever happened to anyone....

When I turn the headlight switch on the glow plug light and buzzer come on for 15 seconds. What could cause this....??

Also when I got the car the turn signals and tach worked. Now both are not working. Fuel,Oil pressure,and Water Temp work.I installed a new battery today and previous I had to use jumper cables to an extra battery to get power to the car.
