Electrical smell with problems?

Hi there, I'm wondering if anyone has had a similar issue and can give me any clues as to what the problem might be. I have an 85 300 TD-T (W123)

Right now, both turning signals just stopped working however the Hazards still do. The power windows don't work, neither does the rpm reading, fuel gauge or engine temp. It seems almost everything else works.

All the fuses appear to be intact with a simple visual inspection. Its pretty easy to see if they are blown from my experience. (but perhaps someone would say otherwise?)

I'm getting a funny smell almost electrical like, and I still haven't pinpointed it. Its not coming from the engine, or the wheels (unless wind was carrying it away). I get whiffs of it in strange places like behind the car or near a rear window but still cant point it out.

My oil was surprisingly low but still oil on the stick. (I doubt this would have anything to do with it) And the only thing I found was a disconnected/broken wire from what I'm not sure of its purpose. It connects to one of the vacuum valves it seems but would this be affecting transmission or electrical?

The pic shows the OVP relay, mounted on the passenger side behind the dash, you may be able to get to it by removing the lower kick panel, or glove box. You'll note it has a 10 amp spade fuse on top.

But first, pull each fuse (especially #12) and inspect the ends, often that is where the failure is.

Ha! you were right. It was #12 indeed. It looked fine but the tip of it was a cookie cutter like circle taken out of it.
Not sure where teh smells comming from yet, perhaps coolant burning somewhere?
Thanks so Much. Back on the road!
