190DT Glow Plug Light Issues

Having a strage problem. I have a 87 190DT (2.5 turbo). When I got the car the gp light worked. There were two bad glow plugs. The light would cycle when the key was turned on. I would start it and the light would come back on for a few mins and then turn off, telling me there was bad gp's. A couple of months ago the light would not come on at all. I replaced the gp's and hoped the gp light would work, but it does not. I pulled the bulb and it was burned out. I had a couple of extra good bulbs so I replaced it. Still did not work. Checked for voltage at the plug, 12v but it does not cycle, on when key is on. Checked the new bulb, now it is bad. Installed the 3rd good bulb. Burned that one out. Should it always have battery voltage? Does it turn on with more amps? Any ideas?

I'd say the glow relay is burned out.

It starts great though. The gp's do cycle.
