1981 240d OM616 Injection Pump Timing Is Off?

I have been having trouble with my 240d not starting at all. I got the car from a friend who had the engine recently rebuilt and not starting.

I tried to perform the drip tube adjustment and I reached an interesting conclusion.

I set the crank to 26* BTC and pumped the hand pump. Nothing was coming out of Injector Line #1. I verified that the cam lobes were pointing up and they were.

And then I turned the crank one more time to 26* next stroke and pumped the primer pump and fuel squirted out.

So is my injection pump installed incorrectly? How do I go about removing it and installing it again?
