need a little help diagnosing insufficient vacuum pressure

I need a little help diagnosing insufficient vacuum pressure. I am working on my 1984 300 TD (turbo wagon), it has about 235,000 miles on it.

It seems that my vacuum pressure is too low, erm, to high(?) ...it is not sucking hard enough. lol =)

I guess the first thing I need is the recommend procedure to test vacuum pressure, and what is the target number?
