Question vac for shifting

Hi: I wonder if someone can help me here:I Would like to know if the vac for shifting on a 83 722.4 (6 bolt pan)trans must go to zero during full throttle operation? all I can get out of my vcv is 7in 15 at idle 7 at full throttle.It shifts good but I will try to get to zero if I have to.Thanks for any help
