300SD Engine Part Identification

I am a newby to DIY diesel engine maintenance. I noticed that there is a device that appears to have an arm on it not connected to anything and I need to know if it is needed, or what its purpose is.

I am attaching a photo of it.

Is that the way it is done then? If the actuator does not work, you remove the actuator arm? Is there a link to troubleshooting the actuator?

The arm is removed to prevent a defective/damaged unit from over revving/redlining = wrecking the engine.
