Idles good in sumer, but not winter

Evening,

A coupe of year ago I put a new throttle cable on my car. It seems very tight, and no slack in it at all. I don't know if that contributed to my idle problem, but it was about the same time. In the summer I have to keep my foot on the pedal for a short time to keep her on good idle, then as she warms up the idle is fine. In the winter she never idles right. I have to keep my foot partially on the brake and fuel pedal. Even after she gets hot still no idle. That seems odd to me. I wonder what could be causing this, and what can I do to correct it. Thanks for your help.
