Fuel pulsing in primary - is this right?

Finally got my car back from the shop (new #22 head, cam, lifters) and there are still a few bugs to work out. My mechanic and I are trying to track down a weird surge under load which wasn't there before.

The car sat in my driveway for a few months with no head on it while I saved up the cash to have the work done. I seem to remember the primary having been quite a bit more full before, without the fuel pulsing.

I trust that the cam timing is proper and I watched while my indie set the IP timing today (with the little A & B light mercedes tool thing...kinda neat). The next thing we're going to check is the tank screen, then the lift pump. Primary and secondary are both new.

Anyone have any ideas? Is this normal?
