240D switchover and VCV valve

I have a 82 240D and am experiencing a shifting problem. It shift's into 2nd gear at around 20 mph and 3rd around 42 mph. I'm rebuilding the screwed up 3/2 swithcover valve & vacuum system left by the former owner, but obviously ran into a snag! The switchover valves I beleive are configured correctly for I'm getting 15 in HG on the top office of the VCV valve which goes to almost 0 at full throttle. What readings should I be getting on the side orifice to the VCV and what are the ranges that should be going to the transmission.

Sounds like you're getting the proper vacuum to the transmission.

The side orifice is used for vac draw down, you won't get any reading.
