Can a W116 steering wheel be used in place of a non-airbag steering wheel in a W126? Maybe the horn pads are interchangeable?

No. They mount up differently.

A w126 will interchange with an early w124.

A w116 will interchange with early w123s but I believe later years of w123 are different.
