1998 e 300 TD- loss of power problem/ heater question

I recently purchased a 1998 e 300 TD


it looses power if you let the tank run below a 1/4 tank. any ideas?, I had to jump it and add diesel to the fuel filter to get it started.

also the heater comes on while the car is running, now way to turn it off. the previous owner would take out the fuse to stop the heater. any better solutions?

Also the glow plugs may need to be changed soon according the dealers computer test. Is this a challenging job, for a beginner?

Possible causes:

* The fuel level sensor is loaded with sludge = reading wrong.

* You are building vacuum in the fuel tank + the fuel tank is collapsed.

* The fuel tank strainer is plugged with sludge.

* Your fuel feed and fuel return hoses are reversed at the steel lines on the inner fender.

* There is an air leak between the fuel lift pump and fuel tank.

* The lift pump is failing.
