best way to unclog fuel vent

so after checking the diesel giant tutorial on removing gas tanks and the fsm i'm still a little confused about the best spot to access my fuel vent to disconnect it and blow out a clog (would prefer to blow it OUT rather than just blow air IN to the little bell shaped thing where the vent hits the atmosphere).

if i need to access the the back of the fuel tank i can, but i would have to remove a WVO tank taht was installed in the trunk, so if there is a way of accessing the vent elsewhere that would be great.

i thought I had seen a diagram once that showed a vent access (similiar to the access for the fuel sender) but i can't figure out where i saw that diagram or where that access might be.
