76 240d ip vacuum test

the 240d has been a little down on performance lately so i figured it was time for a valve adjustment which helped but while i was working away i noticed that the vacuum line that goes from the ip to the intake has oil in it. this car has always had a bit of a smoking problem (not real bad but there) and it uses about 1qt of oil every 1000 miles but this is the first time i have seen oil in that line. anyway i disconnected the vacuum line, put the start/stop cable in the stop position, put my thumb over the open hole on the ip and then had my wife pull the cable to the run position. when i took my thumb away... zilch! i tried it 3 times and still no pop or suction. i just want to make sure i am doing this right before i try to fix the diaphragm. if i can even get the parts.
