190E Inside Air Control ???

How is the air directed from defrost, vents and floor in the 1988 190E? It seems I'm only getting air out of the vents and not lower or defrost. Is there a common problem with this, what is the solution and how hard to correct ( on the scale of 1-10 ) ? Thanks

There should be vacuum pods that open and close dampers for the defrost and footwell areas.
