Use a Jumper Cable or the Positive Battery Cable and jumper to the Terminal Shown in the Picture. When you apply Positive Voltage there the Starter should spin.
If it does not spin:
The Battery is Dead
The Cable has an open circuit
The Starter is not grounded
Some issue with the Starter itself
yeah i put my 1200cca jumper on it directly as you have shown and it would do nothing. i had it grounded to chassis and even when i got the starter out the bench test would not even make a click sound.

new update.

got a new starter that bench tests fine...

If i jump the junction box between the 1 and 3rd terminals i get nothing... the third terminal has 12.8 volts and the number position has almost 0 volts when grounded to the negative battery terminal.

i still get no click from solenoid there is voltage to the starter when i test the ignition wire at the junction box i get like 1.2 volts then when i test it down by the starter i get 0 volts... i havent had extra pair of hands to turn ignition while i test that wire... does anyone know my next step.. i have tried to read some wiring diagrams to see where i am not getting a connection from my ignition to the solenoid. it would only be guessing from here on out for me.

I wish someone else would jump in and help out as I am out of ideas.
