1985 190d will not shift properly

Howdy folks.
My 1985 190d was running great and shifting fine. My wife drove it to work and now it will not shift out of first unless you let off the throttle, I have adjusted the bowden/detent cable which has a slide above the valve cover. I adjusted through the range of adjustment of the slide and the shift point on the other gears seem to change predictably but you still have to let off to shift from 1st to second. Any Ideas on what to try to fix this problem? I opened the hood 15 times this morning and on the 15th.... pop..... now I get to change out the hood release cable too. Lucky it is a 35 dollar part.

First place I'd look is vacuum to the modulator, but that's just a guess. There's a restrictor that connects right behind the IP between the modulator and the vacuum pump.
