From the Pics of the HF Chain Breaker and a quick look at one I believe it only breaks the Chain and I think only a single row Chain at that.

People have been using something with a Cut off Wheel on it. If you have an Air Compressor the Pneumatic ones at HF are cheap; expecially when on sale.

They have an Electric one but it cost about double what the Pneumatic one costs (I have both). The Electric one is handier but does not work as well as the Pneumatic ones; it lacks the low end guts (I have several Pneumatic ones including not all from HF and algle one).

If you have a fast turning 1/4" or 3/8" drill Motor HF sells the Mandrel you can mount a Cutoff Wheel on. Of course when they turn slower the cut slower and that uses up the Cutoff Wheel Faster; I doubt if that would be an issue for one Timing Chain.
Having to use more than one Cutoff Wheel means more volum of dust.

I have also used a Cutoff Wheel mounted on a Mandrel on the HF Die Grinder. That works although the Die Grinder does not turn as fast as the devices made for use with a Cutoff wheel.

Did you check out that website for it? Many of the customer comments answer your question. For instance:
Comments about Heavy Duty Chain Breaker:
This tool removes chain link rivets. It also peens the master link rivet. To peen, simply use one of the two tool push pins IN the anvil spot, instead of the anvil. Use the OTHER push pin, RETRACTED, to push the other side of the pin when you peen the master link. This tool is wide enough to work on a Mercedes W123, double row, timing chain.
