Seat belt won't come out on 1977 300D

I've been working on fixing up a 77 300D (Finally got it to start and accelerate normally, without sticking) so now I'm starting to focus on the smaller stuff. The back right seat belt is stuck, and won't come out. It goes a little bit and pulls back in, but no more than an inch, and I'm not really sure how to go about fixing it... Any ideas? Also, the front left, and back right windows don't seem to be working, if anyones got a suggestion for that.

The window switches are on the same fuse. L/F - R/ R and R/F - L/R.
Look at the card in your fuel panel lid at the top right and left.

Replace the seat belt if it is starting to hang up. get one from the yards. (junk yard, PNP etc...)
