What does this part do?

We're trying to come up with a conclusion of what was causing my car to have problems going up either steep, or long hills on the highways in VA/W.Va. I was going up hills at a ridiculous 40 mph at the steepest areas, getting buzzed by from normal cars that were easily doing 70-80 mph.

I've been up those hills many times before with no problem until a trip last year. We ruled out bad fuel, which was a possibility last year, but since this happened a second time, we now know it's not bad fuel.

Here in Atlanta, it runs just fine, so it's hard for us to figure out what's causing the problem. We adjusted a few things, I replaced a few rubber vac hoses so as far as we know, it's fixed at this point. But I did want to ask, what is the name of this part, and what does it do? Does it fail, or need adjusted/repaired, or replaced?

I'm sure it's emissions related, likely to force more egr gas into the intake...

That part is used in conjunction with the EGR valve. It restricts air intake during the time the EGR valve is open. The system is computer controlled. If the computer detects an error in the system it will kill the boost, and you loose power. A boost gauge would tell the story. The waste-gate on the turbo is vacuum operated. Most if not all other turbos are boost pressure operated. Do a search on 602 waste gate. You should find a lot of information on this subject.
You need to get the error codes from the ECM and maybe you will get a clue of what is going on.
There are other things that can cause the same problems you have. The over boost protection system for instance. Most people just disable it.
A good running 91 300D 2.5T should be able to handle most any driving conditions you would run across. My 91 with 320K+ miles still runs great and uses no oil and will get 33 mpg trips.

You ruled out bad fuel but have you ruled out a fuel restrictions such as dirty filters and tank strainer?

Slight correction (this after acknowledging that vstech has forgotten more about M-B Diesels than I'll ever know). Nothing "forces" ERG (exhaust) into the intake. Rather, the opening into the intake track is enabled or restricted depending on demand (in this case, determined by the computer after reading sensor inputs). At least, I've never seen any kind of pump or anything to force exhaust into the intake.

Remember that EGR is there to lower combustion temp which lowers N0X emissions. Lots of folks have trouble with this concept as they think of the exhaust as being hotter than inlet air, which it is. The temp reduction is a function of the change in charge chemistry when exhaust gas is reintroduced into the chamber. As Diesels are low in most emissions but high in N0X, EGR is very effective on Diesel engines, especially if the EGR gasses are cooled.

Fuel filters, etc., are always kept clean; I replace often

Filters are kept in terrific shape. I replace the pre-filters maybe 3x/year and the main filter once a year = 12,000 miles average per year.

this in NO WAY proves the filters are indeed clean...

a brand new filter can be trashed in a single tank of fuel.

only way to know for sure the filters are clean is to change them and re-attempt the hill.
