IP Question - Got Some Screws Loose!

My 85 300D recent purchase started leaving a little motor oil on the ground, which is a new development even though its oozing oil from all over. I narrowed down the "new" leak to this bolt on the side of the IP. (You can see the oil pooled up underneath it) I searched a bit and looked at my service manual on CD (which stinks BTW) and haven't seen it called out anywhere. (OK there is a brief metnion of it in the factory maintenance manual but text inconclusive. To me) I think I can just tighten it a little? (Reading through old IP threads freaked me out little though, I don't want to turn the wrong thing etc etc I don't know its function etc) Maybe the washer/gasket thingy should be freshened too? The pump does look exceptionally clean compared to the rest of the vehicle, I'm assuming it's not original.

I also noticed a screw or threaded plug of some kind seems to me MIA. What goes there ??? The pic may not show it clearly but there are definitely threads in the hole! I included a pic of the IP numbers in case that helps. Any information is Greatly appreciated!

The Screw with the Phillips Head above the Oil is one of the Screws Holding the Governor Housing to the Fuel Injection Pump.
The Governor Housing Screws can be tightened again. But, I do not know the torque. Someone a long time ago posted diagrams of the IP showing the torques but I was not able to find them in My Notes.

The Plug that the Arrow is pointing to is the Plug that covers the Port that the Timing/Locking Pin, A-B Light or RIV timing setup goes into.

It is sealed with a Crush Washer. If you want to deal with it now you could degrease it and put enough Blue Loctite on the Back theads to go completly around the back threads.
