Help!!! 1987 300TD Wagon Won't Start

New here guys, so please be easy.
After 6 months of looking I purchased a 1987 300TD Wagon. I purchased it last week running great. The shutoff valve wasn't working properly (tested with a mightyvac tester) and it would not hold vaccum. I took the manifold off, only replaced the shutoff valve. (I tested with my mightyvac to ensure I installed properly to avoid "wide open" throttle scenario with improper seating) I put everything back together, and not it will not start. I thought it had something to do with not installing the ALDA properly, but i took it off this morning without removing the manifold, and it still will not start. Last night when I was trying to start it, it was smoking unburned fuel out of the exhaust. This morning it doesn't seem to be doing that, but I may just not be noticing it as much. Also, I cracked one of the injectors and fuel is coming out, but it surely doesn't seem very pressurized. Any help would be greatly appreciated!!!

The Fuel won't be pressurized because the Injector is not hooked up and in actuality not a lot of Fuel is Injected.

If you can reach it without having to remove anything disconnect the Vacuum Line that goes to the Vacuum Shutoff to see if it will start. Just incase a line got connected wrong.

How is your Cranking Speed and are the Glow Plugs working?

All of my glow plugs except one were reading .9-1.0 ohms with 12.6v current at the glow plug post. I replaced the one faulty glow plug. my dash glow plug light is cycling properly. I have a massive battery and have been cranking in 15-20 second interval's 4-5 times with a minute or so in between. It sputters and sends diesel smelling exhaust out the rear. I changed the main fuel filter and have plenty of fuel feeding the supply line of the IP. I cracked the injectors again and I am getting fuel and bubbles out of all of the injectors except the first one from the radiator, which I guess is actually the last one since it has a return line back to the main filter housing. Is there something inside the IP that controls fuel flow that I may have accidently bumped or changed?

I will take the vaccum line off of the shutoff and see if anything changes. Thank You!

Hmm...

if you have 12.6v with the glow plugs on, they are not working... 6 GP's pulling heat should drop your battery voltage to near 10.5v...
check them again.

Sounds like you need to check the pre-glow circuit, like already suggested. That may be your entire issue.

If when you removed the intake, you also removed all the hard steel injection lines, then you've got to bleed the air out of those lines. You've probably done that by cracking each line and cranking the engine over until fuel comes out.

If you are in a cold climate and you can plug in the block heater, do that. It needs about 30 minutes to heat up the engine.

Don't be afraid to crank for much longer. The Bosch starters are massive and built to handle the severe use. 30 seconds to a minute of cranking, with long rest in between, is fine. Hold down the accelerator while cranking until the engine fires off, then ease off gently so as to not let the engine die.

Weak battery will also show up in this kind of scenario, cant turn the engine over fast enough to purge the air...

lets start with the glow plugs.

turn on the key, and quickly measure voltage at the first glow plug you can reach.
if you can't reach a plug, measure voltage at the battery, it should be reading around 10.5-11.2 volts. if it's higher, your relay is not energizing the plugs. if it's lower than 10.5, you likely have a weak battery.
