S124 tin worm - best treatment

Hello folks,

I just wanted to make sure my approach was the best way forward before proceeding. The vehicle is a 1996 S124 in very good general shape, however the front wing area has two holes either side shown below.

It looks as thought there's enough good metal to cut back and repair with fiber glass. Welding would have been better but budget doesn't permit at the moment. I wanted to tackle the rusted part with wire attachments followed by liveral application og Jenolite rust treatment. Prime and then paint, on the underside apply underseal.

Would this be the best solution?
