W123 300D OM617 No Power Will Not Go Past 30 MPH

Hi I just purchased a 1983 W123 300D 99,600 miles, that has been sitting for awhile and i'm pretty new to the MB diesel scene, the car has no power it will not go past 30 MPH WOT on flat ground and it will shift very early to 3rd gear it will get pass 30 eventually and will rev and will buck (Starving for fuel?) and will not shift to 4th gear unless I let off then it will shift up bog and then it will shift back down.

It also have a very bad lope at idle i've read the rack dampener bolt is one of the things that might cause it? what size is it to tighten?

Things I have tried already.

Adjusting the ALDA (gained a little more bottom end)

Tightened down the wastegate. (Garret T3)

Checked all vacuum lines.

Adjusted the bowden cable.

Checked all the fluids, air filter etc fuel lines to the IP I noticed the prefilter was clogged.

Tomorrow I will be going to the parts store and grabbing a new pre filter and fuel filter, change the oil and see if that helps.

I've been researching a little and I've read a few threads and a few stated to remove the tank, clean it and clean the fuel tank strainer screen. Any special tools needed to remove the tank from the car?

I saw a few people remove the strainer with a special socket from Mercedes source, it it possible to remove the screen without the special socket?

Any things I should check and go over?

Do yourself a favour and stop adjusting things until you've got new fuel filters in place

If this car is new to you it is always advisable to set the valve lash so as to not take a chance on burning a valve.

The lack of power and speed sounds like the switchover valve. Either a vac line came off it or you might need a new one.

Good advise so far, you say you adjusted the ALDA, have you confirmed the pressure line is clear and not compromised?

As above, ensure you're getting to the throttle stop, adjust/lube/check linkage

I would skip pulling the tank until verifying that is a problem.

I would start by bypassing it -- try running the fuel lines to a 1 liter soda bottle or something filled with diesel and diesel purge and see if you are able to get it past 30mph.

If that doesn't work, your problem is likely not in the fuel system and I would start looking at linkages, throttle adjustment, accelerator pivot mount, valves, etc.

Yes sir also cleaned the banjo bolt on the rear of the intake manifold.
